The DRARP Project helps disabled drone users request fair access to public parks and green spaces by reviewing council drone policies and supporting Equality Act 2010 reasonable adjustment and policy clarification requests.
Glasgow City Council publishes drone-related wording within its general “terms and conditions of let” documents for the use of parks, precincts and open spaces, rather than through a clearly defined standalone recreational drone policy.
The published wording states that “the flying of drones at the Park is permitted only in the event that Police Scotland approval has been obtained”. However, the wording appears within event/open-space hire documentation and does not clearly distinguish between organised events, commercial filming activity and ordinary recreational drone use by members of the public.
At present, it is therefore unclear whether Glasgow City Council intends this requirement to apply to all drone operations within council parks, or only to activities taking place under a formal hire or permit arrangement.
The policy wording may create confusion for recreational drone users attempting to understand their rights and responsibilities under the UK Drone Code and Civil Aviation Authority framework, particularly as Police Scotland guidance generally directs drone users back to national CAA rules rather than a local police approval process.
